Rows to repeat at top not working in Page Setup in Excel 2007

In Excel 2007, if you go to "Page Setup" via "Print Preview", the buttons for "Rows to repeat at top" does not work. There is another way to get to Page Setup via the "Page Layout" ribbon that is not obvious. You have to click the little "down and to the right' button on the "Page Setup" section of the ribbon toolbar.
